PCE Appointed as Design and Build Specialists for HMP Glasgow

Following delivery of HMP Five Wells, HMP Fosse Way, and HMP Millsike, PCE will once again utilise its Platform-DfMA build system, Secure Prison, for the delivery of HMP Glasgow, on behalf of client Scottish Prison Service.

It also marks the third prison delivered in partnership with Kier, having collaborated across HMP Five Wells and Millsike. 10,000 structural components will be manufactured offsite for the near 1,500 place prison.

In a word - certainty. Secure Prison’s repeatable designs, standardisation, and offsite pre-engineering create a kit-of-parts that enhances speed, safety, and efficiency. 

This systemised MMC approach ensures cost, quality, and programme certainty, with seamless coordination and compliance from design to delivery. It also permits incremental gains to efficiency and sustainability, marked by continuous improvements across embodied carbon (EC) reductions; findings suggest up to 40% EC can be saved against the ICE Baseline.

With advanced offsite manufacturing and digital construction, Secure Prison is the blueprint for sustainable, reliable, and high-quality prison delivery.

Driving Social Value

In partnership with Kier, PCE is committed to creating meaningful opportunities locally. Our flexible supply chain model allows PCE to support Kier’s pledge to allocate 50% of the project spend to local supply chain partners. Additionally, we will provide employment opportunities for Release on Temporary Licence (ROTL) prisoners, whilst prisoners within Workshop 5 will help manufacture components for the project. These rehabilitative efforts will help combat reoffending through education and upskilling, whilst supporting career pathways upon release.
