BSA Gateway Success!

PCE is delighted to confirm our support to GRAHAM, in successfully achieving Gateway 2 approval on the first attempt for the first two higher-risk buildings at The University of Manchester Fallowfield Student Accommodation development  - a significant milestone under the Building Safety Act.

Gateway 2 is a critical approval stage, requiring full design and safety compliance before construction can begin. Achieving approval at first submission reflects the quality, coordination, and robustness of the project’s design and delivery strategy.

The scheme will be delivered using PCE’s Hybrid Living structural system, a fully integrated offsite solution built around standardisation, repeatability, and systemisation across design, manufacture, and assembly.

By utilising a proven, repeatable system, PCE is able to:

  • Embed compliance and safety considerations early in the design process
  • Maintain consistency across structural elements and interfaces
  • Reduce risk through controlled manufacture and predictable outcomes
  • Provide clear, auditable information to support regulatory approval

The success of this first-time Gateway 2 approval is not just a milestone - it sets a precedent. The repeatable nature of Hybrid Living, alongside hyTower, means future Gateway 2 assessments can be approached with even greater confidence.

This reinforces the benefits of modern industrialised construction, particularly for projects requiring high compliance, repeatable quality, and regulatory assurance.

This first-time Gateway 2 success is a strong example of how early collaboration and offsite, system-based construction can deliver safer, more predictable outcomes.
